INDUSTRIAL ESTATES: Hi-Tech partially reopens early, Massive utility hike to pay for new dyke by Nareerat Wiriyapong

AYUTTHAYA : Flood-ravaged Hi-Tech Industrial Park resumed operations yesterday, 15 days ahead of target, while 30 factories there have already laid off over 8,700 staff.

Thavich Taychanavakul, Hi-Tech's managing director, said the 20-year-old estate projected it would reopen on Dec 15 after it was hit by floods on Oct 13.

About 10 of 140 factories in the estate are ready to restart production,Razor Barbed Wire Machine, including Aapico Hitech and Canon Hitech.

Hi-Tech is the third estate in Ayutthaya to resume operations after Factoryland and Bangpa-in Industrial Estate.

Five estates in the province are inundated: Hi-Tech, Factoryland, Bangpa-in, Rojana, and Saha Rattana Nakorn.

There are 60,镀铜电焊网,000 workers employed at Hi-Tech with direct investment of 60 billion baht.

Wannarat Srisuksai, Ayutthaya's Labour Protection and Welfare official, said the number of factories cutting headcounts has more than doubled from 12 last month to 30.

There are 5,364 factories in Ayutthaya employing 380,000 people.

Monta Pranootnarapal, the Industrial Estate Authority of Thailand's governor, said floodwater would start to be pumped out of Saha Rattana Nakorn Industrial Estate on Dec 3 and take two days to finish.

The other two flooded estates were in Pathum Thani: Nava Nakorn and Bangkadi.

Mr Thavich said roughly 100 million baht is required to restore utilities at Hi-Tech, with 330 million slated for building 11 kilometres of a new dyke around the estate with a height of 5.40 metres. The existing dyke is 4.20 metres high, but the flood reached 4.9 metres above sea level at its peak

He said the company plans to increase the central utility fee by 1,200-1,500 baht per rai per month on top of 900-1,000 baht per rai at present. The hike is aimed at mobilising money to repay loans for building the dyke.

The increased fee, which is subject to approval from IEAT, will be applied for 15 years, he said.

Ms Monta agreed the fee was needed to build new infrastructure.

All five submerged estates in Ayutthaya should reopen in January.

Mr Thavich said 3% of the existing 140 companies are expected to relocate from Hi-Tech partly to leverage risks.

"Some companies heavily relied on manufacturing in Thailand. Now they are looking at other locations to minimise risks of a disruption in the future," he said.

The QIAOSHI's Military Barriers or Hesco Bastions is a modern gabion used for flood control and military fortification. It is made of a collapsible steel wire mesh container and heavy duty fabric liner, and used as a temporary to semi-permanent dike or barrier against blast or small-arms. One of the less heralded life- and labor-saving devices of war, it is used on nearly every United States Military base in Iraq as well as on NATO bases in Afghanistan.

Originally designed for use on beaches and marshes for erosion and flood control, the Hesco Bastion quickly became a popular security device in the 1990s.

Assembly
Assembling the Hesco Bastion entails unfolding it and (if available) using a front end loader to fill it with sand, dirt or gravel. The placement of the barrier is generally very similar to the placement of a sandbag barrier or earth berm except that room must generally be allowed for the equipment used to fill the barrier. The main advantage of Military Barrier, strongly contributing to their popularity with troops and flood fighters, is the quick and easy setup. Previously, people had to fill sandbags, a slow undertaking, with one worker filling about 20 sandbags per hour. Workers using Military Barrier and a front end loader can do ten times the work of those using sandbags.

Police on Friday arrested two hackers believed to have stolen more than five million baht from bank accounts for donations to help flood victims.

Rungroj Maddeen, 31, and Marisa Ranjuanjit, 25,铁丝, were arrested in Nakhon Si Thammarat province.

Police said they were caught stealing money donated through television and radio programmes, the police said.

Workpoint Entertainment, a Thailand-based media entertainment company, previously reported to the police that hackers broke into its system to steal the donated money.

The police believed financial information from more than 10 media programmes had been hacked by the suspects.

Good afternoon,黑退火丝, Ladies and Gentlemen of the Media,

It is a great pleasure and honour for me to welcome the Secretary General to Thailand once again as guest of the Royal Thai Government, and to congratulate him on his re-election as Secretary General for a second term.

Thailand - UN Relations

We discussed the long and productive relations between Thailand and the United Nations. I re-assured the Secretary General that Thailand values our position as a hub for UN agencies in the region, and we will continue to fully support the activities and work of such agencies.

I also underscored the importance that Thailand attaches to strengthening our partnership with the United Nations in all of its three pillars-security, development and human rights.

Flood Situation in Thailand

The Secretary General expressed his interest and concern for the flood situation in Thailand, for which I expressed my appreciation. I emphasized that the Government is working around the clock to helping relieve all flood-affected people in cooperation with the public and private sectors. We are also formulating a long term policy on water management to prevent any future repetition of this crisis.

The Government has promptly transferred, with much appreciation, the relief items contributed by UN agencies to assist flood victims. On this occasion, I would like to,Estate operators erect flood dykes against future deluges-gabion, once again,加筋格宾, thank the United Nations and His Excellency the Secretary General for the continued support and contributions made to the Thai people to help alleviate this crisis.

ASEAN - UN relations

Thailand fully supports and looks forward to even closer cooperation between ASEAN and the UN. We expect to adopt a Joint Declaration on the ASEAN-UN Comprehensive Partnership at the ASEAN-UN Summit in Bali later this week. I also mentioned ASEAN's aspiration to play a more proactive role on global issues in international fora in which we hope to receive continued support from the UN.

Other Issues

We also discussed many other issues of mutual concern, including peacekeeping, health, and the situation in the region. I reiterated Thailand's support for the UN's efforts in promoting international peace and security,Flood cash to be eyeballed-wire mesh, particularly through peacekeeping and peace building, in which Thailand has deployed troops and police in various UN operations around the world. I also underscored the great importance that the Thai Government attaches to the issue of health, particularly for vulnerable groups such as women and children.

In sum, our fruitful discussions reflect the traditionally close relationship between Thailand and the UN which we will continue to nurture.

Reno Mattress

The Reno mattress is a structure made of hexagonal double twisted wire mesh. Reno mattresses are filled with stones at the project site to form flexible and permeable, monolithic structures such as river bank protection and channel linings for erosion control. The steel wire used to manufacture the mattress is heavily zinc-coated soft temper steel. The standard combinations of mesh is shown in Table. In order to reinforce the structure,镀锌铁丝, all mesh panel edges are selvedged with a wire having a greater diameter. Reno mattresses are divided into uniformly partitioned cells by internal diaphragms.

Gabion are baskets manufactured from 8x10 double twisted hexagonal woven steel wire mesh,外墙保温网, as per ASTM A975-97 Gabions are filled with stones at the project site to form flexible, permeable, monolithic structures such as retaining walls, channel linings,不锈钢丝-Sludge Dewatering Belt, and weirs for erosion control projects. The steel wire used in the manufacture of the gabion is heavily Galfan (zinc-5% aluminum-mischmetal [Zn-5 Al-MM] alloy) coated soft temper steel. A PVC coating is then applied to provide additional protection for use in polluted, contaminated or aggressive environments: in salt, fresh water, acid soil or wherever the risk of corrosion is present. The PVC coating has a nominal thickness of 0.02 in. (0.50 mm). The gabion is divided into cells by diaphragms positioned at approximately 3 ft (0.9m) centers. To reinforce the structure,wire mesh-Stainless Steel Wire, all mesh panel edges are selvedged with a wire having a greater diameter. Gabions shall be manufactured and shipped with all components mechanically connected at the production facility.
