QIAOSHI - Hesco Bastion has been manufacturing force protection products since 2003. Its most successful product, the Concertainer unit, has been acknowledged as the most significant development in field fortification since the Second World War.

Hesco Barrier products have been used in many countries around the world including Afghanistan, Iraq, Bosnia, Kosovo, Yemen, Sri Lanka, Jordan, UAE and Turkey. Most military organisations currently use QIAOSHI Bastion products including the US Army, UK MOD, USMC, USAF and NATO.

In addition to the standard Concertainer unit, HESCO is constantly developing its portfolio of products in response to its customers requirements.

Multi-cellular wall system force protection product

The Concertainer unit is a multi-cellular wall system manufactured from welded Zinc-Alu coated steel wire mesh and joined with vertical, helical coil joints. The units are lined with heavy-duty non-woven polypropylene geotextile.

The Concertainer unit's primary advantage over other force protection systems is its ability to utilise locally available fill material to rapidly construct defensive barriers and other structures with minimal manpower and resources.

Units can be extended and joined together to provide effective and economical structures tailored to the specific threat and level of protection required. Concertainer units are available in a variety of different sizes and delivery systems.

Rapid in-theatre deployment container for expeditionary operations

RAID (rapid in-theatre deployment) has been designed to reduce the requirement for valuable manpower and equipment during the execution phase of expeditionary operations, such as the construction of FOBs and patrol bases.

RAID utilises a specially designed and engineered container to provide significant increases in the quantity of Concertainer units that can be transported in a 20ft ISO container footprint.

Deployment is easy and can be carried out using in-service material handling equipment such as wheeled and tracked earthmoving equipment, wheeled logistic vehicles or wheeled and tracked combat vehicles.

The unit being deployed is connected into a length of 2m x 203m (for RAID 1) or 1m x 333m (for RAID 7). These lengths can be easily split, providing excellent flexibility during construction. Corners can be formed, more units can be joined, and gaps in the wall can be created if required. The ability to split units provides the benefit of deploying only what is required; the remainder is left inside the secure RAID container for future use.

Protected accommodation for harsh mission environments

HESCO have developed a system that provides protected accommodation in harsh mission environments, such as those experienced in FOBs and patrol bases.

HAB is designed to house up to eight personnel, providing each with a personal space measuring 2m x 2m. HAB has sidewalls of specifically developed Concertainer units and a lightweight aluminium roof. It has been tested extensively against the effects of IDF weapons.

HAB 2 is a development of the HAB 1 concept, offering an improved level of protection for its occupants. HAB 2 is configured to allow easy access for emergency medical equipment, making it ideal for use as a front-line medical facility. Its components are completely reusable and the improved design provides a more useable interior space.

IDF protective bunker roof

HESCO have developed the HLBR (HESCO lightweight bunker roof), a rapid and easily erectable lightweight roof specifically designed to provide protection against IDF weapons. The roof can be built on almost any walls capable of taking the load that the roof will impose upon it.

Personnel and material bunkers

These HESCO bunker sets have been developed to utilise 40ft and 20ft ISO containers. Walls are constructed using specifically adapted Mil 1 Concertainer units to give a protective wall thickness of in excess of 1m. The roof design provides 0.6m of overhead cover. Material bunkers provide access from one end of the bunker, while personnel bunkers provide access from both ends.

Protection for sentries

The components of the HESCO guard post set provide a small protective emplacement with 0.6m walls and 0.45m of overhead cover. Embrasure (firing/observation point) forms are included in the set as are roof joists and roofing material. The interior space is 1.2m by 1.8m, with 1.98m of headroom.

Re-deployable security fencing

The HRSF (HESCO re-deployable security fence) has been developed by HESCO in order to provide a rapidly erectable anti-climb fence that requires no special tools or training, no 'digging in' of fence posts, and can be re-deployed with minimal effort. Available in three heights of 2.4m, 3.1m and 3.6m, all with an anti-climb front face. HRSF is rated to PAS 68 and will withstand attack from a light vehicle.

AYUTTHAYA : Flood-ravaged Hi-Tech Industrial Park resumed operations yesterday, 15 days ahead of target, while 30 factories there have already laid off over 8,700 staff.

Thavich Taychanavakul, Hi-Tech's managing director, said the 20-year-old estate projected it would reopen on Dec 15 after it was hit by floods on Oct 13.

About 10 of 140 factories in the estate are ready to restart production,Razor Barbed Wire Machine, including Aapico Hitech and Canon Hitech.

Hi-Tech is the third estate in Ayutthaya to resume operations after Factoryland and Bangpa-in Industrial Estate.

Five estates in the province are inundated: Hi-Tech, Factoryland, Bangpa-in, Rojana, and Saha Rattana Nakorn.

Wannarat Srisuksai, Ayutthaya's Labour Protection and Welfare official, said the number of factories cutting headcounts has more than doubled from 12 last month to 30.

Monta Pranootnarapal, the Industrial Estate Authority of Thailand's governor, said floodwater would start to be pumped out of Saha Rattana Nakorn Industrial Estate on Dec 3 and take two days to finish.

The other two flooded estates were in Pathum Thani: Nava Nakorn and Bangkadi.

Mr Thavich said roughly 100 million baht is required to restore utilities at Hi-Tech, with 330 million slated for building 11 kilometres of a new dyke around the estate with a height of 5.40 metres. The existing dyke is 4.20 metres high, but the flood reached 4.9 metres above sea level at its peak

He said the company plans to increase the central utility fee by 1,200-1,500 baht per rai per month on top of 900-1,000 baht per rai at present. The hike is aimed at mobilising money to repay loans for building the dyke.

The increased fee, which is subject to approval from IEAT, will be applied for 15 years, he said.

Ms Monta agreed the fee was needed to build new infrastructure.

All five submerged estates in Ayutthaya should reopen in January.

Mr Thavich said 3% of the existing 140 companies are expected to relocate from Hi-Tech partly to leverage risks.

"Some companies heavily relied on manufacturing in Thailand. Now they are looking at other locations to minimise risks of a disruption in the future," he said.

Police on Friday arrested two hackers believed to have stolen more than five million baht from bank accounts for donations to help flood victims.

Rungroj Maddeen, 31, and Marisa Ranjuanjit, 25,铁丝, were arrested in Nakhon Si Thammarat province.

Police said they were caught stealing money donated through television and radio programmes, the police said.

Workpoint Entertainment, a Thailand-based media entertainment company, previously reported to the police that hackers broke into its system to steal the donated money.

The police believed financial information from more than 10 media programmes had been hacked by the suspects.

Economy faces flood hit-hesco bastion

Mr Virabongsa, Finance Minister Thirachai Phuvanatnaranubala, Industry Minister Wannarat Channukul and Deputy Finance Minister Wirun Techapaiboon yesterday witnessed the signing of a memorandum of understanding on loans for development of a flood prevention system for the country's industrial estates.

The devastating floods have caused 1.4 trillion baht in estimated damage and are likely to slash Thailand's economic growth to 2.4% this year, the World Bank says.

The grim assessment was unveiled yesterday by the bank's country director Annette Dixon after a meeting with Virabongsa Ramangura, chairman of the Strategic Committee for Reconstruction and Future Development.

He said that compared with other countries in the region,Economy faces flood hit-Flood Barrier, Thailand remains strong in terms of public infrastructure and a skilled labour force.

According to the World Bank, the government has rolled out several relief measures and assistance, but it should do more to help make access to this information available to the poor.

Mr Virabongsa said yesterday that he has been assured by the Japan External Trade Organisation (Jetro) and Jica that Japan would not move its production bases out of Thailand.

It has called on the government to ensure that affected farmers are given every assistance possible as they will soon resume work.

They need high-quality seeds, repairs to farm equipment and improvements to infrastructure.

Four industrial estates that were badly hit by the flooding, Rojana Industrial Park, Bang Pa-in Industrial Estate,树池盖, Nava Nakorn Industrial Estate and Bang Kadi Industrial Park,Clearing Up The Rubbish-Hesco Bastion, have joined the loan scheme.

Under the memorandum signed between the Government Savings Bank (GSB) and the Industrial Estate Authority of Thailand, the bank will provide 15 billion baht in soft loans to support the implementation of the flood prevention plan going forward.

She said economic growth would continue next year as a result of rehabilitation and rebuilding spending by both the public and private sectors.

Based on the estimate, Thailand's economic growth will tumble to 2.4% from 3.6% projected previously, said Ms Dixon.

The World Bank has also made suggestions about flood management, including construction of flood barriers around industrial estates, implementation of the royally initiated water management projects and application of the flood control plan for the Mekong region by the Japan International Cooperation Agency (Jica).

It has also proposed a short-term rehabilitation plan that calls for a focus on those directly affected by the floods.

The World Bank will conduct another round of assessments after the floodwater recedes, Ms Dixon said.

Loan approvals are expected next month.

Of the estimated damage, around 660 billion baht involves property losses and 700 billion baht comprises lost opportunities.

The World Bank's damage survey and assessment covers four sectors: public infrastructure such as transport and telecoms; manufacturing such as farming, tourism and industry; social development such as education and public health; and the environment.

The QIAOSHI's Military Barriers or Hesco Bastions is a modern gabion used for flood control and military fortification. It is made of a collapsible wire mesh container and heavy duty fabric liner, and used as a temporary to semi-permanent dike or barrier against blast or small-arms. Last week, the Ministry of Culture issued an open invitation to members of the public to submit personal photos taken of the floods for possible display at an exhibition to be staged from December 8 to 30 on the 9th floor of Bangkok Art and Culture Centre (BACC), and from December 11 to 15 at the Phra Nakhon Si Ayutthaya Tourism Complex in the Old City Hall in Ayutthaya.

Entitled Water+Empathy 2011, the show is being organised in tandem with the Royal Photographic Society of Thailand, the BACC, Bangkok Metropolitan Administration and the Tourism Authority of Thailand. Its aim is three-fold: to amass a pictorial record of the national disaster; to highlight the indomitable spirit of Thai people as they coped with the floods and extended a helping hand to others who needed it; and to raise funds to allow the Fine Arts Department to restore sites of historic significance which have been inundated.

A host of photographers, both professional and amateur, captured the mayhem caused in various parts of the country by the ongoing floods,Flood death toll rises to 666-hesco bastion, the most destructive in living memory. While some of these images have already been widely circulated online and in the media,镀锌钢格板, many remarkable shots may have yet to be uploaded or developed.

The government may feel relieved after Monday's vote of confidence for Justice Minister Pracha Promnok,吊顶钢格板, but there are some real problems that must be fixed by the Flood Relief Operations Command (Froc) which he heads.

The government cannot ignore the opinions of these investors and other groups of affected people. By admitting its own mistakes and taking prompt remedial action, Froc can regain public confidence. This would help draw more support for its post-flood rehabilitation operations.

Inefficient people must be replaced by experts who are well-versed in flood prevention and mitigation procedures. Political conflict and mistrust must also be removed to enable the Froc and the Bangkok Metropolitan Administration (BMA) to work together as a team.

One key question raised by the print and social media is whether the flood crisis was caused by human error or by natural phenomena. Some foreign investors have said the damage caused would not have been so extensive had relief and prevention operations been efficient.

Suspected corruption involving some Froc officials was exposed by the opposition Democrat Party during last Sunday's censure debate against Pol Gen Pracha. These allegations must be investigated by the government to maintain public confidence in its ability and honesty.
